The award celebrates leaders who drive meaningful change within their organizations and communities – an impact reflected in Paul’s work at CASL and beyond.

“Paul has the ability to build—strengthening governance, expanding reach, and bringing real stability and resources to an organization,” said Brian Esenberg, director of redevelopment and corporation at NHS and award presenter. “He doesn’t just lead organizations—he transforms them. In doing so, he transforms humanity.”

Under Paul’s leadership, CASL has continued to expand its reach and deepen its impact, serving over 7,400 individuals and families each year through culturally and linguistically responsive programs. His commitment to community-centered service reflects a broader vision: one where access, equity and opportunity are not ideals, but realities for all.

“Receiving this award is humbling, truly. I’m grateful for the recognition,” Paul said during his acceptance remarks. “But I see it as a reflection of the incredible work done by the CASL team and partners like NHS that share our commitment to community.”

CASL’s partnership with NHS is rooted in a shared mission to strengthen communities through access to resources and opportunity. NHS helps families take the first step—securing a stable place to call home.

From there, CASL builds on that foundation—ensuring individuals and families feel at home in every sense of the word. Through programs that support health, education and community connection, we help create spaces where people are not only housed, but supported, seen and able to thrive.

Together, this work reflects a shared commitment to building stronger, more equitable communities. As CASL celebrates this recognition, we remain committed to the work ahead: creating not just housing but belonging—where every individual can thrive.
